किसी भी देश के विकास या उत्थान की नींव शिक्षा होती है, परंतु हमारे देश में स्वतंत्रता के 21 वर्षों के बाद प्रथम शिक्षा नीति 1968 में बनी, दूसरी 1986 में बनी; इसके पश्चात् अभी राष्ट्रीय शिक्षा नीति बनाई जा रही है।
देश में शिक्षा में सुधार हेतु जो भी आयोग या नीतियाँ बनाई गईं, उन्होंने कई अच्छी अनुशंसाएँ दीं, परंतु राजनीतिक इच्छा-शक्ति के अभाव में उनका जमीनी क्रियान्वयन नहीं किया गया। उदाहरण के लिए, 1968 में कोठारी आयोग ने सकल घरेलू उत्पाद (जी.डी.पी.) का 6 प्रतिशत शिक्षा पर खर्च करने की बात कही थी, इसे 1986 की शिक्षा नीति में स्वीकार भी किया गया था, परंतु आज तक यह व्यवहार में नहीं आया है।
यदि परतंत्र भारत की बात छोड़ भी दी जाए तो स्वतंत्रता के बाद अभी तक हम शिक्षा का लक्ष्य तय नहीं कर पाए हैं। स्वामी विवेकानंद के अनुसार देश की शिक्षा का लक्ष्य (चरित्र निर्माण एवं व्यक्ति को गढ़ना अर्थात् व्यक्तित्व का विकास करना) होना चाहिए। इस बात को और अनेक महापुरुषों ने भी कहा है। इस विषय से संबंधित लेखों का भी पुस्तक में समावेश है।
इसी प्रकार, शिक्षा की वर्तमान समस्याओं तथा उनके कारण एवं निवारण हेतु हमने एवं अनेक शैक्षिक संस्थानों तथा व्यक्तियों ने विद्यालयों, महाविद्यालयों तथा विश्वविद्यालयों में आधारभूत प्रयोग एवं नवाचार किए हैं। इन मौलिक अनुभवों को शब्दबद्ध करके आलेखों और शोध-पत्रों को लिखा गया है, जिनका संकलित रूप यह पुस्तक है।
